The Vehicle Registration and Licensing Division ,commonly referred to as the department of motor vehicles (DMV), is responsible for motor vehicle registration and licensing, driver’s license, commercial driver’s license, various county business licenses, bicycle and moped registration, safety check inspections through the periodic motor vehicle inspection program, taxicab driver’s permit and inspections and the issuance of State of Hawaiʻi identification cards.

Motor Vehicle Inspection

  • Hawaiʻi law requires all motor vehicles to undergo a safety inspection once a year.
  • Inspections are conducted at Certified Safety Inspection Stations.
  • To insure inspection technicians and inspection stations are complying with the state’s many safety provisions, Hawaiʻi County Motor Vehicle Inspectors conduct periodic reviews of their practices and facilities.
  • Motor Vehicle Control Inspectors also investigate complaints regarding Safety Inspections, inspect motor vehicles for legal conformity, verify and assign vehicle identification numbers, inspect and document special interest vehicles and custom/rebuilt motor vehicles and perform investigations for Motor Vehicle Registration.
  • The motor vehicle safety inspection program ensures uniformity of safety inspections as well as contributing to the safety of all highway users by reducing accidents due to mechanical defects on vehicles.
  • There are about 340 active certified safety inspectors and about 140 certified safety inspection stations in the County of Hawaiʻi.
  • Four Motor Vehicle Inspectors and two Clerks currently staff the program on the island of Hawaiʻi.
  • When safety inspections are completed by inspection stations, the safety inspection information is updated electronically into the Statewide database. Updates may take up to 48 hours to reflect current safety inspection expiration date.
  • All vehicles applying for registration in the County of Hawaiʻi must be in compliance with all applicable Federal Motor Vehicle Safety Standards as of the date of manufacture as required by Hawaiʻi Revised Statutes 286-42. Non-compliant vehicles such as off road motorcycles, off road motor vehicles (including ATVs), and some military vehicles, imported vehicles, kit cars and modified vehicles may not be registered in the County of Hawaiʻi. If you've just moved to Hawaii from another U.S. state, you may be able to transfer your current out-of-state driver's license. Your procedures and requirements may differ depending on which Hawaii county you reside in.

You will generally need to provide all of the required documents as outlined below in addition to surrendering your out-of-state driver's license. As long as your out-of-state license is valid, your driving test may be waived, but in most cases, you will still need to pass the written knowledge and eye tests.

NOTE: If you live in Maui county, you will also need to submit a signed notification letter stating you voluntarily surrendered your driver's license.

Types of Hawaii Driver's Licenses

In Hawaii, there are different types of licenses issued depending on your age and the vehicle you are driving.

  • Instruction permit: Allows you to operate a vehicle under certain restrictions.
  • Provisional driver's license: Required if you are younger than 18 years old.
  • Driver's license (Class 3): Regular driver's license to operate standard vehicles.
  • Moped license (Class 1).
  • Motorcycle license (Class 2).
  • Commercial driver's license (CDL): Has different classes depending on the type of vehicle you need to drive.

Eligibility Requirements

Generally, you will be eligible for a regular Class 3 driver's license if:

  • You are 17 years old and have completed the graduated driver licensing (GDL) program.
    OR
  • You are 18 years old.

NOTE: Regardless of your age, the Kauai Treasury Division of Finance requires you hold a Hawaii instruction permit or out-of-state driver's license before you can apply for a driver's license in the county.

Apply for a HI Driver's License

To apply for your driver's license, you will need to visit your local Hawaii DMV office with:

  • A completed State of Hawaii Driver License Application.
  • Proof of your identity and legal U.S. presence, such as your:
    • U.S. passport.
    • U.S. birth certificate(certified copy).
    • Foreign passport with valid U.S. visa.
  • Proof of your Hawaii residential address (2 documents), such as your:
    • Recent bank statement.
    • W-2 form.
    • Mortgage agreement.
  • Proof of your Social Security number (SSN), such as your:
    • Social Security card.
    • W-2 form.
    • 1099 form from a previous year.
  • Proof of your name change (if applicable), such as your:
    • Marriage certificate.
    • Court order.
    • Divorce decree.
  • Payment for the required fees.

*NOTE: If you're an out-of-state transfer to the county of Hawaii, you will not be required to pass a written knowledge exam as long as you turn in your old out-of-state driver's license.

Generally, you will be given multiple choice test, of which you must get a certain number correct in order to pass.

If you fail the exam, you may have to wait a certain number of days before re-taking it. There is usually a waiting period of before you can re-take the exam.

NOTE:The Hawaii DOT has an oral option if you need the test read out loud to you. There is a higher fee for this service. If you live in Honolulu county, the oral exam is offered at the Kapalama and Wahiawa offices only.
